The St. Louis Convention and Visitors Commission, the public agency that manages the Edward Jones Dome, rejected the team’s $700 million proposal to upgrade the facility on Friday. This was the Rams’ idea of a counter-offer from the $124 million offer the CVC made earlier this year. These negotiations stem from a clause in the Rams’ lease of the dome signed in 1995. In that clause it states that the dome must be a “first-tier” facility in 15 categories by 2015. If this clause is not met, the team may cancel their lease after 2014.
